Minna no Anime combines uploads, collaboration, voice tools, generated media, community funding, and live publishing. Safety and rights are launch requirements, not a later cleanup.
Content levels
Three platform labels, no adult tier
Every project, publication, and live session carries one of three suitability levels plus descriptors shown before playback, purchase, sharing, or joining a live session. The owner selects an intended ceiling; the platform classifier may raise the effective level or reject content, and owners cannot lower or relabel a platform decision.

Descriptors are applied independently of the level: violence, horror, language, sexual material, nudity, substances, self-harm and suicide, discrimination and hate, gambling, flashing imagery, and locally required advisories.
Minna General, 13+, and 16+ are platform suitability signals. They are not official classifications. Singapore's film and video scheme uses G, PG, PG13, NC16, M18, and R21; where an official classification, licence, or age restriction is required, publication remains blocked until a valid record is bound to that edition and territory.
Rights
Original worlds only
No protected characters
Generating existing copyrighted characters or imitating a named studio or artist is not permitted when the use is not authorized. References in your bible declare provenance and permission.
Likeness consent
Uploaded likeness material requires a declared rights record. Reporting and takedown paths exist for misuse.
Voice cloning boundary
A real-person voice clone may originate only from verified self-cloning by the account holder or a contracted performer who completes identity, consent, usage-scope, and rights onboarding themselves. Public figures, unsuspecting third parties, and minors cannot be cloned. There is no community clone catalog.
Music and references
Rights are required for uploaded lyrics, melodies, vocals, and references. Attempts to imitate a named living artist are blocked. Rights checks run before previews and social exports.
Provenance and disclosure
Every generation records provider, model, version, parameters, and the exact prompt. Published works carry a generation disclosure.
Owner-only masters
Only owners receive official downloadable masters through authorized export sessions. Streams are signed; we do not promise that a stream can never be captured.
Moderation
Automated detection, trained human review, every launch language
Before and after generation
Prompts, uploads, proposals, and generated images, audio, and video are moderated. Nothing unmoderated ever enters a public stream or live manifest.
Community controls
Block, mute, report, spoiler scopes, slow mode, thread locks, follower-only and member-only modes, and premoderation for high-risk projects. Blocking immediately stops mentions, invitations, and messages.
Live sessions
Every pilot session has human monitoring, a fallback library, a moderation queue, and a kill switch that pauses generation and streaming without corrupting the canonical story.
Appeals and transparency
Enforcement history, appeals with a human decision, and evidence preservation. Project moderators manage their spaces; platform moderators retain final authority over service-wide rules.
Age assurance and parental controls
Minna 16+ access fails closed for underage, unknown, restricted, or supervised accounts where the applicable rule requires it. Household PINs, safe recommendation defaults, and session re-authentication are available.
Report anything
Reporting never requires a public identity. Reports preserve evidence and route to a platform queue that project moderators cannot override.
